SLC 2067 exam centre superintendent arrested for leaking question paper

A superintendent for School Leaving Certificate (SLC) exam centre in Biratnagar was arrested along with 16 others for leaking the question paper of “Compulsory English” half-an hour before the exams began on Thursday.

Dr Uddhav Pokharel, superintendent of Star Boarding School centre, Manish Swarnakar, operator of Excel Academy Tuition Center and their accomplices were arrested today morning following a tip-off the police received about their activities.

Police had raided the tuition centre and caught Swarnakar and his aides while making photocopies of Compulsory English question paper for distribution among the students taking the exams.

The question paper was found to have been leaked by Pokharel to the tuition centre at 7 am in the morning. The SLC exams began at 8 am.

The incident has occurred amid widespread allegations of political appointment of superintendents for SLC exams in many districts, raising doubts whether the exams will be conducted fairly.

The SLC Examination Board has decided to take strong measures in a bid to conduct fair exams.

The SLC Board had last week decided to lodge public offence cases against parents who encourage their wards to adopt unfair means in the exams.

The Board also said that students involved in cheating will be immediately evicted from the exam centre and those helping students to cheat will be booked.

The exams began at 8 am, Thursday. Students are taking the exam of compulsory English on the first day of the exams.

The Controller of Examinations (CoE) has deployed special measures to curb cheating in the SLC exams this year. CoE has said, students involved in cheating will be immediately evicted from the exam centre and those helping students to cheat will be booked for public offence.

CoE has also started a provision from this year to reward schools and exam centres with minimum or no cases of cheating.

About 8000 students from 89 open schools are also taking the exam. Students with disabilities will get extra 1.5 hours for a 3 hour exam.

Meanwhile, Nepal Electricity Authority (NEA) has reduced the load shedding hours by two hours every day in view of the SLC exams. NEA has said, load shedding will be imposed only for 12 hours a day during the exams.

Load shedding hours will be reverted to the present 14 hours a day schedule after the completion of the SLC exams.

Nepal embassy shifted to Osaka amid radiation fears in Tokyo

The Nepali embassy in Tokyo has been temporarily moved to Osaka from Tokyo amid fears of radiation from the nuclear power plants hit by last week's deadly earthquake.

Three embassy officials, who left Tokyo on Thursday, are working to set up the embassy office in Osaka, deputy spokesperson of the Ministry of Foreign Affairs, Harischandra Ghimire, told Nepalnews. According to him, the embassy will start works from Osaka from coming Tuesday.

The Nepali mission will remain there until the risk of radiation from the explosions in the atomic reactors is ruled out completely.

There were reports of radiation level rising above normal in the Japanese capital following a series of explosions in the nuclear power plants located at Fukushima Daiichi, which lies 250 km northeast of Tokyo.

Meanwhile, reports quoted Yukiya Amano, the head of the U.N.'s nuclear watchdog, as saying that the crisis at Fukushima Daiichi nuclear power plant was "grave and serious". "It is not the time to say things are out of control," Yukiya Amano told a news conference. "The operators are doing the maximum to restore the safety of the reactor. Yukiya Amano was responding to comments by Guenther Oettinger, the EU energy chief, suggesting that efforts to contain the crisis at the Fukushima plant had failed after efforts to cool a reactor by dumping water on it from a helicopter were abandoned.

Former minister Wagle sent to Dillibazaar prison

Graft-tainted former minister and Nepali Congress leader Chiranjivi Wagle was arrested from his residence at Kalopul, Kathmandu, Thursday evening. He was later sent to the Dillibazaar prison.
Wagle was arrested at around 5 pm and was taken to Kathmandu District Court (KDC). Supreme Court officials accompanied the police team to his court to the KDC.

He was sent to jail after completing necessary paper works at the court.

While being taken away by the police from his residence Wagle said he was 'victimsed' by the court. "I've taken this as a mockery of the rule of law," he insisted.

His arrest comes a day after the Supreme Court slapped him one-and-half-year jail sentence along with a fine of Rs. 20.3 million, convicting him in massive corruption during his multiple terms as minister.

A division bench of Chief Justice Ram Prasad Shrestha and justice Khil Raj Regmi announced the final verdict in Wagle's case on Wednesday.

In 2004, the Special Court had handed down two-and-half-year jail sentence along with Rs 27.3 million fine, convicting in him corruption when he was a minister.

Wagle, a seven-time minister, had filed petition at the apex court challenging the lower court's verdict and had secured bail.

Three Chinese nationals held for call bypassing

Police detained three Chinese nationals for operating illegal Voice over Internet Protocol (VOIP) in the capital on Friday.

The Central Investigation Bureau (CIB) of Nepal Police raided their residence in Chhetrapati and arrested the members of the VOIP racket along with the equipments used.

Nepal Telecom has been bearing a loss worth tens of millions of rupees from illegal VOIP operations.

This is the first time Chinese nationals have been detained for illegal bypassing activities. Previously, Bangladeshi and Nepali nationals were arrested for operating illegal VOIP.

According to the Telecommunication Act-1997, the person who has caused loss to the telecommunication by call bypassing will be fined with an equal amount to the loss or five-year jail term or both.
