The government is preparing to declare a state of emergency in industrial sector and ban all kinds of strikes that hinder production including closures, Nagarik daily reported.
A task force of secretaries at various ministries has submitted a proposal to the government to impose a state of emergency in the industrial sector by taking into confidence all political parties.
The task force led by secretary at the Prime Minister’s Office Lila Mani Poudel has suggested to impose such provisions in export-oriented industries within 15 days.
The government is consulting various political parties on this. It is yet to consult the trade unions which are the major stake holders if the suggested provisions are implemented.
We are trying to forge consensus among the political parties and we believe the trade unions will automatically agree if the parties they are affiliated to agree to it, said a government minister.
Industrialists have been demanding for some stringent measures to control strikes in industries since a long time. Imposition of the state of emergency is the only option to run the industries now, said Kush Kumar Joshi, chairman of Federation of Nepalese Chambers of Commerce and Industries (FNCCI).
FNCCI has also threatened to shut down all industries if the government does not come up with some concrete plans to save the industries. They have also demanded for the formation of Industrial Security Force.
If a consensus is not achieved on imposing the state of emergency, the task force has suggested the government to implement the Essential Services Act (ESA) in the industries. The operation of industries cannot be closed after the implementation of the Essential Services Act.
A government secretary said, the state of emergency in the industries will not curb the employee’s right to form unions and put forward demands. The only thing they will not be allowed to do close the industries forcefully and hinder production.
